Owens Corning Fibreboard Corporation Asbestos Trust
The Owens Corning/Fibreboard Asbestos Personal Injury Trust was established under Owens Corning’s Chapter 11 reorganization to resolve qualifying asbestos personal-injury claims involving Owens Corning, Fibreboard and covered related entities. The trust maintains separate Owens Corning and Fibreboard claim values and payment percentages, so the two sub-accounts should not be conflated.

Bankruptcy and Trust History
Owens Corning and affiliated debtors entered Chapter 11 proceedings in 2000 amid substantial asbestos liabilities involving Owens Corning and Fibreboard. The bankruptcy court confirmed the Sixth Amended Joint Plan of Reorganization on September 26, 2006, and the plan became effective on October 31, 2006.
The SEC-filed trust agreement states that the Owens Corning/Fibreboard Asbestos Personal Injury Trust was created to assume covered asbestos personal-injury liabilities of Owens Corning and Fibreboard and use trust assets to pay valid claims under the Trust Distribution Procedures. The official trust states that it began accepting claims on August 27, 2007.
Trust Funding and Contributions
SEC filings provide primary-source confirmation of substantial initial funding. On the October 31, 2006 effective date, Owens Corning paid $1.25 billion in cash to the Section 524(g) trust, and approximately $1.5 billion in Fibreboard Settlement Trust assets were contributed.
On January 4, 2007, Owens Corning made an additional payment of approximately $1.408 billion in cash and transferred 28.2 million shares of Owens Corning common stock to the trust. Owens Corning reported that these 2007 transfers fully satisfied its remaining funding obligations under the reorganization plan.
These are historical plan contributions, not the trust’s current asset balance. They should not be added together and represented as money currently remaining for claimants.
OC and Fibreboard Disease Values
The official trust publishes separate scheduled, average and maximum values for the Owens Corning and Fibreboard sub-accounts. These values are not guaranteed payments.
| Disease | OC Scheduled / Average / Maximum | Fibreboard Scheduled / Average / Maximum |
|---|---|---|
| Mesothelioma — Level VIII | $215,000 / $270,000 / $650,000 | $135,000 / $180,000 / $450,000 |
| Lung Cancer 1 — Level VII | $40,000 / $50,000 / $150,000 | $27,000 / $35,000 / $90,000 |
| Lung Cancer 2 — Level VI | No scheduled value / $20,000 / $50,000 | No scheduled value / $12,000 / $30,000 |
| Other Cancer — Level V | $22,000 / $25,000 / $60,000 | $12,000 / $15,000 / $36,000 |
| Severe Asbestosis — Level IV | $42,500 / $50,000 / $150,000 | $29,000 / $30,000 / $90,000 |
| Asbestosis/Pleural Disease — Level III | $19,000 / $20,000 / $35,000 | $11,500 / $12,000 / $21,000 |
| Asbestosis/Pleural Disease — Level II | $8,000 / $9,000 / $20,000 | $4,500 / $5,400 / $12,000 |
| Other Asbestos Disease — Level I | $400 scheduled | $240 scheduled |
The official Expedited Review page currently lists $42,000 for the Owens Corning Severe Asbestosis scheduled value, while the official Individual Review table lists $42,500. Because the trust’s own current pages differ on that figure, this page preserves the Individual Review table’s $42,500 value but flags that discrepancy rather than silently treating the sources as identical.
Current Payment Percentages and Examples
The official trust currently states an Owens Corning payment percentage of 4.3% and a Fibreboard payment percentage of 3.5%. The trust posted new OC and Fibreboard payment-percentage notices on June 30, 2026.

Exposure and Medical Requirements

For mesothelioma, the TDP requires a diagnosis of mesothelioma plus credible evidence of Owens Corning or Fibreboard exposure. Other disease levels can require additional medical findings and significant occupational-exposure evidence.
The trust maintains separate Owens Corning and Fibreboard approved site lists, updated in May 2026, and its filing instructions were updated June 30, 2026. Potential evidence can include medical reports, employment and Social Security records, worksite history, occupation, product identification and witness evidence.
