ACandS Company and Bankruptcy History
Federal appellate records describe ACandS, formerly Armstrong Contracting and Supply, as one of the nation’s largest installers of asbestos insulation. The company was involved in asbestos litigation beginning in the early 1970s.
ACandS filed Chapter 11 on September 16, 2002. The official Trust website states that the ACandS Asbestos Settlement Trust was created in 2008 following confirmation of the company’s Chapter 11 Joint Plan of Reorganization.
The Trust began accepting claims on May 26, 2009, with November 23, 2009 established as the Initial Claim Filing Date.
The name in the supplied page URL is written “ACS Inc.” The primary records establish that the asbestos debtor and Trust are ACandS, Inc. / ACandS Asbestos Settlement Trust. This page uses the historically and legally accurate name rather than treating an unrelated company named ACS as the trust debtor.
Disease Levels and Claim Values
The current amended TDP publishes the following valuation table. It also requires annual adjustment of Scheduled, Average and Maximum Values using the Consumer Price Index for All Urban Consumers (CPI-U). Accordingly, the figures below are identified as the published TDP values before any later annual CPI-U adjustment applicable to a particular claim.
| Disease Level | Scheduled Value | Average Value | Maximum Value |
|---|---|---|---|
| Mesothelioma — Level VII | $150,000 | $220,000 | $550,000 |
| Lung Cancer 1 — Level VI | $50,000 | $55,000 | $125,000 |
| Lung Cancer 2 — Level V | None | $12,000 | $50,000 |
| Other Cancer — Level IV | $14,000 | $15,000 | $50,000 |
| Severe Asbestosis — Level III | $40,000 | $45,000 | $100,000 |
| Asbestosis/Pleural Disease — Level II | $7,500 | None | None |
| Asbestosis/Pleural Disease — Level I | $3,000 | None | None |
These are liquidation values, not guaranteed cash payments. Expedited Review generally uses the applicable Scheduled Value, while Individual Review can result in a lower or higher liquidated value subject to the TDP’s Maximum Value and Extraordinary Claim rules.

Current 2.89% Payment Handling
The Trust formally reduced its Payment Percentage from 4.0% to 3.2% effective September 29, 2025. On May 11, 2026, the Trustee issued a new official notice proposing a further reduction to 2.89%.
The May 2026 notice says the Trustee requested consent from the Trust Advisory Committee and Futures Claimants’ Representative and that they were evaluating the request. In the meantime, under TDP Section 4.3, the Trust directed that claims be paid at the proposed 2.89% from May 11, 2026 forward, subject to stated exceptions for certain previously released claims and certain deceased or incompetent claimants requiring court or probate approval.
This page therefore does not incorrectly describe 2.89% as a finally adopted permanent percentage. It describes it as the Trust’s current published payment handling under the May 11, 2026 proposal.
Mathematical illustration only — not a guaranteed payment. Using the published $150,000 Mesothelioma Scheduled Value × 2.89% = $4,335. Because the TDP requires annual CPI-U adjustments and claim-specific rules can apply, this is an illustration of the percentage rather than a current claim quote.
Expedited and Individual Review
Expedited Review is designed to provide standardized liquidation when a claimant satisfies the presumptive medical and exposure criteria. The TDP directs the Trust to offer the relevant Scheduled Value multiplied by the applicable Payment Percentage, subject to other payment limitations.
Individual Review is available for claims that fail to meet certain presumptive criteria and for claimants in the more serious Disease Levels seeking individualized valuation. Lung Cancer 2 and Foreign Claims are liquidated through Individual Review.
The Individual Review value can be less than the Scheduled Value and generally cannot exceed the applicable Maximum Value unless the claim qualifies as Extraordinary. Extraordinary Claims have separate requirements, including unusually concentrated ACandS exposure.
Medical and Exposure Requirements
The TDP generally requires evidence establishing at least a 10-year latency period between first asbestos exposure and diagnosis.
Mesothelioma Level VII requires a qualifying diagnosis and credible evidence of ACandS Exposure. Lung Cancer 1 requires primary lung cancer, qualifying underlying bilateral asbestos-related nonmalignant disease, at least six months of ACandS Exposure before December 31, 1982, Significant Occupational Exposure and supporting medical documentation establishing asbestos exposure as a contributing factor.
Other Cancer and Severe Asbestosis also use disease-specific medical criteria, six months of pre-1983 ACandS Exposure and Significant Occupational Exposure. The nonmalignant levels have their own imaging, pulmonary-function and exposure requirements.
Current Claim Filing Process
The official Resources page currently provides the December 18, 2025 amended TDP, approved site list, filing instructions, claim form, electronic filer agreement, medical and exposure evidence policies, deficiency-response deadlines, ACH authorization and other claim materials.
The filing instructions state that a claim must be sufficiently complete before it enters the FIFO processing queue. Required information includes injured-party identification, disease and diagnosis information, filer information, asbestos litigation history and the supporting medical and exposure documentation required by the TDP.
The Trust continues to maintain an active official website and current 2026 notices, confirming ongoing claims administration.
Important ACandS Claim Distinctions
ACandS is not the same entity as Armstrong World Industries. ACandS was formerly Armstrong Contracting and Supply and has its own ACandS Asbestos Settlement Trust. Armstrong World Industries has a separate asbestos trust and separate claim rules.
The current 2.89% payment handling is also distinct from the TDP’s historical 5.78% Initial Payment Percentage for defined Asbestos Trust Voting Claims. The current May 2026 notice governs present payment handling subject to its exceptions and TDP provisions.
The published TDP valuation table is subject to annual CPI-U adjustment. This page therefore does not claim that the unadjusted table automatically equals a claimant’s current 2026 liquidated value.
The official Resources page reviewed for this build lists an annual report for fiscal year 2013 but does not provide a sufficiently current audited 2025 or 2026 report establishing current total assets, cumulative claims paid or lifetime dollars paid. Those figures are omitted rather than taken from law-firm or lead-generation websites.

Eligibility depends on diagnosis, medical evidence, qualifying exposure evidence, current Trust procedures, filing requirements and individual circumstances. Compensation is not guaranteed.
